Can anyone impose a personal Silent retreat on themselves if they feel they have broken a promise to a dharma friend/lay person, Sangha or Guru? If it can be imposed, then what does the person need to prepare, do in the process and system of check and balance in their daily work environment to check that it worked? Work environment means samsaric and/or dharmic as well. Thank you.

Anyone can go on a silent retreat or any retreats for that matter, but it would be better to please check with your Guru first.
However, the best antidote to repair broken promises is to apply the four opponent powers.
Contemplate on:
1. the negative effects of breaking promises
2. the benefits of keeping promises.
Then take out a piece of paper and write down 10 benefits to keeping promises and 10 reasons derived from NOT keeping promises.
This meditation will be more beneficial than being on silent retreat. Breaking promises starts in the mind.Therefore, a silent retreat will not “prevent” a person from breaking promises just because they cannot talk. Contemplation and transforming our attitudes are key.
