It is extremely worrying to know that parts of America such as Texas and Florida are experiencing the impact of powerful hurricanes. The horrendous natural disasters have destroyed thousands of homes, businesses, offices and facilities in these areas. Sadly however, during such disasters, animals are often the first ones to be left behind, and saving the life of a human takes precedence over the life of an animal. The same thing happened during the recent Hurricane Harvey in Florida. But this time around, what was most disturbing was the fact that animals were left behind to die during the disaster.
The helpless animals, such as dogs in this case, have had to suffer immensely during the storms. As can be seen in the article, there is an uproar regarding dogs being tied up during the hurricanes which made it impossible for them to escape. In fact, the authorities may have encouraged people to leave their pets behind in some areas, but they should not have been tied up and left to suffer from the strong winds and rain. No one wants to be put in such a position, and neither do animals.
Such acts are extremely cruel and inhumane. No human should be tied up, and no animal should be tied up like this either. I am glad to see that people spoke up against such acts because this makes society a better place. When we are not afraid and speak up against injustice, society becomes better for all of us including animals. We must always be kind to animals because they are just the same us. Below are some photos to share with you all. You can see how terrified some of them are but they are totally helpless to do anything about their situation. Please always be kind to animals and treat them well. They really do depend on rely on you for all of their needs. Please spread awareness to be kind to animals. As awareness grows, we can alleviate the sufferings of animals that we have so much power over. I hope we use our power to be compassionate. Never hurt animals.

Houston, Texas, is currently experiencing catastrophic levels of flooding due to the torrential rains being dumped in the region by tropical storm Harvey. Five people have been reported dead so far, many more are injured, and thousands have been displaced. But as people flee to save themselves, many are forgetting to take their animals with them, and as you can see from these heartbreaking pictures, dogs are being left behind to fend for themselves in what might be the worst flood in the history of Houston.
Despite Texan officials repeatedly warning people about leaving their pets and livestock behind, one dog was spotted holding onto a road barrier while a river of rain threatened to carry it away, while others have been seen chained up to trees and telephone poles in areas that have seen as much as 10 inches of rainfall in just 24 hours.
“I promise you, that I will hold anyone accountable that unlawfully restrains their dog in extreme weather conditions,” said Chief Stephen Carlisle in Roman Forest, about 40 miles north of Houston. “Dogs are your family members too.” We could not agree more. Our hearts go out to the people and pets who are currently affected by tropical storm Harvey.

Authorities Are Finding Dogs Tied Up And Left Behind
Authorities in South Florida may charge people with felonies for abandoning their pets, leaving them no chance to escape in the path of Hurricane Irma.
Palm Beach County Animal Care and Control director Diane Sauve said the agency rescued about 40 dogs in the days before Hurricane Irma hit Florida, according to USA Today. Sauve said some were tied up and others were put in pens or enclosed yards with no means to escape.
“There is absolutely no excuse for doing that,” Sauve said.
The Florida Department of Health made a statement on Twitter on Sunday about it. “Do not leave your dogs tied up or chained when evacuating,” the health department stated. “Floodwaters are dangerous for people & pets. #Irma”
Sauve said her agency will pursue felony animal cruelty charges if they are able to gather enough evidence and find and identify a pet’s owners, USA Today reported.
The Palm Beach County Animal Care and Control agency’s shelter also took in about 60 cats and dogs that were given up by their owners.
“These are things that are not unexpected during a situation like this,” she said. “It’s always disappointing. Our goal is to keep pets and people together.”
They won’t be able to reclaim their pets when they return, Sauve told the Sun-Sentinel.
“We are pretty clear when you surrender your animal you give up your rights,” she said.
The animal agency also gave tips on how to treat and handle dogs during the hurricane.
– Don’t let your dog out right after the storm passes, it’s going to be confused by the damage and debris. Animal caretakers see an a spike in animal injuries after storms because animals get cut and caught on debris.
– If you come upon an abandoned pet, use caution. The combination of confused dogs and stressed people result in an uptick of dog bites after storms.

This just tears me up! Why do people feel the need to leave their animals behind. I could never do that I love mine so much it would be so devasting for me. I could never forgive myself.
Please people think twice before you do this it’s as devasting for them as it is for you. There is always something or someone ready to help out.

Thank you for sharing this info with us, It is sad that many people only think about themselves when a disaster occurs. I do believe many pet owners probably have no idea how bad a flood, natural disaster could get or how long they will be kept away.
Not all abandonment’s are planned nor is cruelty carried out, but they should not have tied up and left their pets to suffer from the strong winds and rain. Such acts are extremely cruel and inhumane, at least they should do their best to keep their animals safe until rescue can be arranged.

It’s really hear breaking seeing the dogs being tied during the natural disaster. I’m not sure if it’s intended, forgotten or for whatever reason. But for sure it’s negligent and selfish. If you care for them just like your kids, you will not tie them and leave them at one place.
Dogs do have feeling but just not in the way how we express them but by saying so, it doesn’t mean that we cannot learn to understand their behavior to know how they feel. Just like our children, siblings, friends and etc. Some of us will observe and understand one feeling when doing a certain gesture. So to animals, if we want to understand them, we can learn to do so.
Don’t keep them when you feel cute and dump them when you feel them like a burden. Don’t do what you don’t like people do to you.
Animals show love for humans! Cow, lions, apes, dogs, bears, parrots and more can all be very affectionate and show surprising emotions when it comes to expressing their love for people. An emotional animals hugging humans video.

It is very heartbreaking to see all those animals chained up and trapped under the storm and hurricane. How those owners can just abandon their pets and escaped to their safety without a thought of consideration for their pets. It is very irresponsible for them to let their pets fend of themselves let alone chained and trapped. They don’t have any chance of surviving if the owners can’t get back in time to rescue them.
Animals are sentient beings. They too feel pain, loneliness, and fear. It is unfair to take away their chance of escaping and surviving during a disaster. Keeping them there is just like a death sentence.
It is nice to see law has been implemented to punish those pet owners that do this monstrosity and neglected the safety of their pets. I bet now those pet owners will think twice before abandoning their pets like that.
hat a sad news to see these pets being abandoned and left behind when a disaster strikes. Their owners have run away for their lives, taking with them things that are important to them. However, the pets are not one of them.
From the news, we can see that many pets in Houston, Texas were abandoned during the flood. Many of them still chained up and left outside the house. They had no roof to protect them from the rain. It must have been very cold. They had no food or water. Some were just soaked in the water.
We have to always remember the pets are like our own family, just that they cannot speak or talk to express themselves. But they have also negative and positive emotions, they have fear too. If we want to keep a pet, make sure we will take care of them even when they are sick. If we cannot do that, it is better not to keep a pet.

Thank you Rinpoche for sharing this article/news. I think we should not leave our pets behind and tied them up during flood or emergency. Because animals also feel pain and suffer, we should take it with us instead of leaving them behind or just abandoned them. Our pets are also part of our family, we should not treat them in this way. We should let them become part of our family. As an owner, another reason we should take them with us is because they are just animals, they can’t rescue themselves, they need us to help them to get food and find way out.
The saddest of all are the animals that are kept captive int heir cages or end of their chain or leash. Very heartbreaking. If they are to be left behind due to constrains of their owners’ fleeing, they should be left free to at least fend for themselves. Give them an avenue for survival if nothing else.
But,all said and done, there are still some very compassionate people around who would go around rescuing these animals whenever they can. There were also many people who went out of their way to make sure their pets were safe and were with the family. These actions put faith back into humanity.
One should make the effort to make sure that the pets who are like family be brought along with the family. If not, then it would be kinder to just not have pets in the first place as losing pets can be traumatic to children as well as being cruel to the animals.
I feel humans do not deserve the loyalty that dogs give to their owners.
Hope many people will learn not to abandon their pets or keep their pets tied up when they are fleeing. I remember watching movies when disaster is about to strike farmers will release their horses and farm animals. Its good there is greater awareness of this in the media about pet owners not taking car of their pets when they leave a disaster zone.
These animals were supposed to leave together and stay safely with their owners during the dire time of emergency but sadly, they were left behind. Its heart breaking after looking through those pictures of pets ,poorly managed by their owners. It is certainly inhumane to leave our animals behind tied or caged in a storm or hurricane. How could they escape? How could the owners so unkind and inconsiderate? Surely these animals will be drown and die. When I read about these animals left behind this way my heart goes out to them. It is such an unthinkable act.
Many human beings, including ourselves, are selfish and only care for ourselves. Especially when it comes to situations that are challenging or pose a threat to our comfort zone. In situations like this, something/someone will have to make way, the one with the least priority is in the inevitable receiving end, most of the time. In this case, the poor pets took the blunt. In some other cases, it could be the ailing parents/old folks/someone.
It is our selfish mind that causes the selfish act and results in harm, pain and suffering on others. When we learn and practice Dharma, we can follow Guru’s teaching to help us tame this selfishness by always thinking for others, put ourselves in the shoes of others. In this way, no way will be left behind, ever.

Sad to see this situation, but some pet owner tends to forego or forget their pets during a crisis. Bear in mind when we adopt or have a pet is our responsibility to take care and treat them as part of a family members. Don’t ever neglect them because they have feelings like us.

I am glad many people voiced up these issues as pets are human too, pets deserved much better treatment, care ,love and hugs. The owner should have think of a better way instead leaving their pet dogs to suffer. At least free them gave them a chance or put in a higher ground. Leaving them behind in bad times is bad enough then in the first place should not taken the pets in.

Lucky the State Law protects the rights of the animals as well. During the disaster, many hotels actually rejected owners with pets.. lucky the law requires those hotels to accept pets in terms of crisis or disasters, and actions will be met to those who do not comply.
It is really sad to see people abandon their “family” during such trying periods. Animals and pets are also lives… their lives are equally precious. If you cannot take care of your pets during times of crisis.. you should not even have bothered adopting them.
I am really glad a lot of people are vocal and the government took steps to ensure ALL lives are saved.

I am relieved to learn that authorities are taking action against those who leave their pets behind and tied up as they flee the hurricanes.Pets are part of the family and should be treated as family at all times.It is cruel to abandon pets who feel as equally distressed and traumatised as humans in the face of these disasters .Abandoning them and tying them up to face a cruel death is just beyond thought.
In times like this, compassion must surely play a role if we have even an ounce of feeling in us. Rather than just leave them to die, we should have an instinct of care and kindness to want to take care of them so that they will not suffer unnecessarily nor more than they have to. Wherever we go for reasons of safety, they should be brought along with us.
Thank you Rinpoche for sharing the news with us about the animals that were being left behind during the hurricane evacuation. These animals were supposed to leave together and stay safely with their owners during the dire time of emergency but sadly, they were left behind. Further, some of the dogs were not even released to allow them to look for safer place on their own but being chained to a spot without having any chance of survival when the raining water started to rise. These incidents were totally considered as crimes committed by the respective owners who did not even recognize their pets as part of their family. If those owners do not want to take the responsibility to protect their pets regardless of any situation or condition arises, why the owners want to keep these animals as their pets in the very first place? Those animals that are being abandoned on their own in the middle of the storm, will definitely feel scared, sad and disappointed because animals have emotions like us too. No living being wants to be caught in that situation.
I hope the authorities will effectively take actions against those people who have abandoned their pets during the hurricane so that it can be a lesson learnt to other pet owners for not repeating the same cruel and selfish act although it should not happen at all.
May all the animals receive the equal rights and protection from any harm or danger.

Future storm evacuations should include pet handling instruction. Failure to do so could be subject to animal abuse charges. People will be less likely to simply abandond their pets recklessly if they are made aware that it is a crime to do so.
